  • Overview

    Working with the Business Director and Contract and Finance Manager, establishes SOC NNSS budget formulation and budget execution. Performs business unit financial and business planning exercises and fiscal administration in support of solving budget issues. Provides cost estimates for M&O cash authorizations. Evaluates the potential impact and the fiscal status of Department of Energy (DOE), NNSA, NNSS NFO, and SOC directives and policies that could affect budgeting practices. Assists Corporate accountatants with month-end cost reports and billing. Develops SOC budget submittals required by NNSS NFO, NNSA, and SOC corporate. Develops and submits NNSA quarterly reporting requirements.

     

    This position is accountable for the operations, preparation and maintenance of SOC financial records to comply with Generally Accepted Accounting (GAAP) principles, which includes analyzing financial information to ensure compliance with contractual obligations and government regulations. This position is also responsible for the accurate maintenance of all financial records, Funding reconciliation and reporting of financial information to Management, NNSA, NNSS NFO, SOC and other regulatory agencies.

    Responsibilities

    • Complete all SOC NNSS accounting system processes to ensure fair presentation in conformity with Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), Federal Travel Regulation (FTR), and Federal Acquisition Regulation (FAR) to meet contractual obligations and government regulations. This will include coordination of all accounting efforts with SOC and D&Z corporate accounting representatives.
    • Prepare accounting financial objectives by forecasting requirements; preparation of an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions. Confirm financial status by monitoring revenue and expenses; coordinating the collection, consolidation, and evaluation of financial data; preparing special reports
    • Compile, review and analyze financial data to prepare, generate and process all journal entries and reports for expense reconciliation, Balance Sheet data, monthly, special projects, end of month and year end requirements.
    • Formulate and execute the business unit's budget, solve complex budget issues, and project the impact of DOE/NNSA/NNSS NFO/SOC Nevada directives. Develop and oversee compliance of SOC NNSS budget policies, procedures and systems. Provide budget support to Directors and Managers in the formulation of division and departmental budgets
    • Develop and maintain standard financial reports Total System P&Ls. Provides timely and accurate submission of processing, funding reconciliation and deliverables to SOC NNSS, SOC Corporate, NNSA, NNSS NFO and other Regulatory Agencies.
    • Work with managers and technical personnel to develop cost estimates for M&O cash authorizations. Provide estimates to requesting personnel. Provide estimate details for NFO to create a PO in STRIPES.

    Qualifications

    • Knowledge in/of: financial processes including forecasting, cost tracking, and funding.; internal, financial-auditing practices; Auditing for cost saving initiatives, internal controls and fiscal efficiencies; DOE, NNSA, NNSS NFO, and SOC budgeting and policies, procedures and practices; Project Management principles and practices
    • Ability to: work on multiple projects with varying priorities and deadlines and to take ownership of problems and work independently toward their resolution; Use PC/Network based software for analyzing budgets and performing accounting functions as well as preparing complex spreadsheet/graphical presentations
    • Working knowledge and application of accounting/payroll principles as outlined in GAAP and Cost Accounting Standards (CAS) as well as government accounting principles.
    • Working knowledge and application Federal FTR and FAR, state, DOE, NNSA, NNSS NFO, and SOC NNSS regulations, and policies and procedures regarding payroll processing and how it applies to the SOC NNSS environment
    • Proven intermediate level skills in the use of Microsoft Office Professional Suite.
    • Bachelor’s degree in accounting or related field
    • Three (3) years’ experience in budgeting and accounting or business related field.
    • Valid US Driver’s License and be able to obtain a Nevada Driver’s License
    • DOE “Q” clearance authorization
