Overview

Day & Zimmermann Government Services is looking for a Director of Procurement for its Chantilly, VA headquarters.

 

The Procurement Director will direct all sourcing operations, including purchasing, subcontracting, inventory management, selection of suppliers and delivery of materials for Government Services Corporate Headquarters and all Government Services Programs across the Business Units while demonstrating sharp business acumen and awareness of best practices in a global operations environment.

Responsibilities

  • Plan, organize and lead the implementation of CPSR “best practices” to obtain a Government-approved (Contractor Purchasing System Review rated) purchasing system. Updates and maintains procurement and contracting standards, KPIs, controls, policies and procedures designed to support strategic organizational purchasing and spending as well as efficient and accurate inventory, accounting, and reporting. Responsible for supplier cost and commercial terms. 
  • Partners and collaborates with BU leadership to identify and assess short- and long-term operational needs for alignment of strategic growth; presents best-value procurement options for consideration and approval; leads and oversees research and evaluation, selection and negotiation efforts for a wide variety of goods, supplies, materials and services in a matrixed organization.
  • Identifies and establishes strong partnerships with new and existing suppliers and service providers - both CONUS and OCONUS; in coordination with legal and operations, reviews and executes contract terms and supplier agreements; oversees and evaluates supplier performance against contract terms. 
  • Develops standard and ad-hoc management reports including Supply Chain metrics and analytics; identifies trends, determines relevance for the business, proposes and develops courses of action to exploit opportunities or eliminate/mitigate risk to the business.
  • Participates in and assists with BU strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, etc.); collaborates with senior management to ensure proper support in proposal preparation, as well as contract negotiations and administration.
  • Cultivates, leads and develops a high performance team including ongoing coaching, development discussions and provides timely feedback; sets clear objectives and measures of success, monitors progress and evaluates team's performance/results against set goals/objectives. Develops innovative supply chain solutions to effectively and cross functionally deliver value to the business.

Qualifications

  • In depth knowledge of acquisition requirements for Government contracts (CPSR documented files, ISO 9001, S-OX, ITAR & EAR), including interpreting and applying FAR/DFAR requirements for inclusion in Subcontracts and PO's; Experience managing implementation and audit process of CPSR and "best practices".
  • In depth knowledge of developing Logistics and Inventory management systems in compliance with Government contract requirements on an international level.
  • History of successful negotiations of multi-million dollar complex agreements (commercial & government)
  • Ability to build and lead high performing team with demonstrated results in a highly collaborative environment and effectively perform change agent role.
  • Strong interpersonal and problem-solving skills. Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise.
  • BS/BA Business Management or similar field required
  • 10 years plus of Purchasing Experience and Logistics Management
  • DOD & DOS Experience Preferred
  • Ability to obtain and maintain a DOD Security Clearance
