Overview

SOC is recruiting for a Contract and Finance Manager for the NNSS Protective Force Contract in Nevada. r for the NNSS Protective Force Contract in Nevada. 

 

This position manages execution of SOC financial policies and procedures at NNSS and oversees performance of all SOC financial operations at NNSS. Supervises the payroll, accounting functions in the accumulation and processing of all accounting data necessary to accurately reflect the operation of the business unit. Ensures functions are performed within all federal regulations and consistent with generally accepted accounting principles. Oversees the development of the finance data deliverables sent to NNSS NFO and SOC corporate. Prepares various financial reports to help drive financial strategy and business unit performance. Analyzes data to identify opportunities for cost reduction, increased efficiency, and alignment across functions and broader enterprise strategies

Responsibilities

  • Lead, directs, manage, and controls all company activities in functional areas of responsibility through: attracting, developing, coaching, and retaining high-performance team members; developing and implementing strategies that will maximize the synergies among program areas; developing and maintaining department budget; providing management and organizational support to staff; administer personnel actions.
  • Meet accounting financial objectives by forecasting requirements; preparation of an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions. Confirm financial status by monitoring revenue and expenses; coordinating the collection, consolidation, and evaluation of financial data; preparing special reports.
  • Complete all SOC NNSS accounting system processes to ensure fair presentation in conformity with Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), Federal Travel Regulation (FTR), and Federal Acquisition Regulation (FAR) to meet contractual obligations and government regulations. This will include coordination of all accounting efforts with SOC and D&Z corporate accounting representatives.
  • Establish core contract and subcontract management processes in order to monitor and manage contract compliance including change control and provide guidance to business unit management regarding contract obligations. Work with Business Director and SOC Legal to ensure completion of this responsibility.
  • Develop and maintain standard financial reports Total System P&Ls. Provides timely and accurate submission of processing, funding reconciliation and deliverables to SOC NNSS, SOC Corporate, NNSA, NNSS NFO and other Regulatory Agencies.
  • Lead and manage personnel responsible key and lock accountability, vehicle issue, facility maintenance, Lifecycle Management Plan (LMP).

Qualifications

  • Knowledge in/of: financial processes including forecasting, cost tracking, and funding.; internal, financial-auditing practices; Auditing for cost saving initiatives, internal controls and fiscal efficiencies; DOE, NNSA, NNSS NFO, and SOC budgeting and policies, procedures and practices; Project Management principles and practices
  • Ability to: work on multiple projects with varying priorities and deadlines and to take ownership of problems and work independently toward their resolution; Use PC/Network based software for analyzing budgets and performing accounting functions as well as preparing complex spreadsheet/graphical presentations
  • Supervisory leadership and management skills to include coaching, employee development, planning, organizing, scheduling, team building, problem solving, conflict resolution, and directing activities of section employees, conducting performance appraisals and inquiries that address employee performance.
  • Working knowledge and application of GAAP and Cost Accounting Standards (CAS), Federal FTR and FAR, state, DOE, NNSA, NNSS NFO, and SOC NNSS regulations, and policies and procedures regarding payroll processing and how it applies to the SOC NNSS environment
  • Proven intermediate level skills in the use of Microsoft Office Professional Suite.
  • Bachelor’s Degree in accounting or business related field. Master’s degree in accounting or business-related field preferred
  • Ten (10) years general business experience of which five (5) years’ experience must have been in accounting operations and in a manager or supervisory capacity. 
  • CPA or Master’s degree in accounting or business-related field preferred
  • Valid US Driver’s License and be able to obtain a Nevada Driver’s License
  • DOE “Q” clearance authorization
