Overview

SOC is recruiting for a Contract and Finance Manager for our Nevada location.

 

Responsibilities

  • Lead, directs, manage, and controls all company activities in functional areas of responsibility through: attracting, developing, coaching, and retaining high-performance team members; developing and implementing strategies that will maximize the synergies among program areas; developing and maintaining department budget; providing management and organizational support to staff; administer personnel actions.
  • Meet accounting financial objectives by forecasting requirements; preparation of an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions. Confirm financial status by monitoring revenue and expenses; coordinating the collection, consolidation, and evaluation of financial data; preparing special reports.
  • Complete all SOC Nevada accounting system processes to ensure fair presentation in conformity with Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), Federal Travel Regulation (FTR), and Federal Acquisition Regulation (FAR) to meet contractual obligations and government regulations. This will include coordination of all accounting efforts with SOC and D&Z corporate accounting representatives.
  • Establish core contract and subcontract management processes in order to monitor and manage contract compliance including change control and provide guidance to business unit management regarding contract obligations. Work with Business Director and SOC Legal to ensure completion of this responsibility.
  • Develop and maintain standard financial reports Total System P&Ls. Provides timely and accurate submission of processing, funding reconciliation and deliverables to SOC and other Regulatory Agencies.
  • Lead and manage personnel responsible key and lock accountability, vehicle issue, facility maintenance, Lifecycle Management Plan (LMP), and oversees SOC procurement and property accountability requirements.

Qualifications

  • Knowledge in/of: financial processes including forecasting, cost tracking, and funding.; internal, financial-auditing practices; Auditing for cost saving initiatives, internal controls and fiscal efficiencies; DOE and SOC budgeting and policies, procedures and practices; Project Management principles and practices
  • Ability to: work on multiple projects with varying priorities and deadlines and to take ownership of problems and work independently toward their resolution; Use PC/Network based software for analyzing budgets and performing accounting functions as well as preparing complex spreadsheet/graphical presentations
  • Supervisory leadership and management skills to include coaching, employee development, planning, organizing, scheduling, team building, problem solving, conflict resolution, and directing activities of section employees, conducting performance appraisals and inquiries that address employee performance.
  • Working knowledge and application of GAAP and Cost Accounting Standards (CAS), Federal FTR and FAR, state and SOC Nevada regulations, and policies and procedures regarding payroll processing and how it applies to the SOC Nevada environment
  • Proven intermediate level skills in the use of Microsoft Office Professional Suite.
  • Bachelor’s Degree in accounting or business related field. Master’s degree in accounting or business-related field preferred
  • Ten (10) years general business experience of which five (5) years’ experience must have been in accounting operations and in a manager or supervisory capacity. 
  • CPA or Master’s degree in accounting or business-related field preferred
  • Valid US Driver’s License and be able to obtain a Nevada Driver’s License
  • DOE “Q” clearance authorization
