Overview

Serves as the LPMO's first-line operational representative for WPS business, contract compliance and operations. Oversees staffing management and execution of the WPS II contract Statement-of-Work (SOW) objectives in accordance with Program Manager's direction and company policies/procedures. Ensures unity of effort, economy of scale, efficiency of operations, resource conservation, and effective direction of the deployed staff's mission in concert with the SOW. The incumbent will be responsible for performing work in accordance with the Company’s Code of Ethics and Standards of Business Conduct and - thus - functioning as role models, and evaluating subordinates (if applicable) based on their commitment to the Code.

Responsibilities

  • Assists the PM in providing leadership, management, and direction to program management staff and to senior staff implementing program services CONUS and OCONUS (e.g., training services, security services, logistics, etc.).
  • Assists in the planning, development, and administration of a comprehensive administrative and logistics support program for WPS Task Order(s). This includes overseeing and coordinating inventory management, procurement actions, maintenance, repairs, and serviceability of all program equipment, supplies, etc. Coordinates the shipment of program equipment and materials with DS/IP/OPO, the US Embassy, and the host country; documents, as necessary, that the proper customs, procedures, and standards are adhered to.
  • Ensures that all travel arrangements for personnel traveling to and from other countries in support of the contract are completed and documented including, but not limited to transport, housing, passport and visa, immunizations, letters of authorization (LOAs), etc.
  • Maintains constant supervision and information flow with in-country management for WPS program, deployed operators, and operators on bench pending deployment ensuring TO-wide information is maintained with all personnel on a continual basis. Participates in regularly scheduled operational meetings with team leads and LPMO leadership to provide updates on WPS program, customer and corporate issues.
  • Forecasts WPS staffing requirements weekly, or as needed, to ensure sufficient staffing resources. Prepares and manages WPS plans and status reports, coordinates cross–functional meetings to ensure compliance with customer deliverables.
  • Serves as a backup to PM and TO Manager(s), as directed.  On a short-term basis, and only in the absence of the PM or other PM qualified personnel, may assume the on-site role and responsibilities of the PM in an acting capacity. Other duties as directed by the PM.

Qualifications

 

  • Must have excellent analytical, project management and problem solving skills; must be able to develop sound performance metrics and standards, and monitor performance against those measures. 
  • Ability to identify critical paths, contingency plans and project risks.
  • Must possess demonstrated experience providing international administrative and logistical support, and managing a wide range of procurement and logistics issues.
  • Demonstrated ability to communicate effectively, orally and in writing, at all levels. Strong ability to influence others and deliver results.
  • Strong understanding of government contracting rules and regulations.
  • Must possess either:
    • A Master’s degree from an accredited institution and four (4) years of applicable work experience and;
      • A minimum of two (2) years of this experience must have been work in planning, evaluating, analyzing, and implementing government logistics and support programs. Experience supporting such programs in high threat environments is preferred.
      • A minimum of one (1) year of this experience must have been work in planning, evaluating, analyzing, and implementing government security-type programs, specifically personal protection, emergency response team, or guard force.
      • A minimum of one (1) year of this experience must have been supervisory experience.
    • A Bachelor’s degree from an accredited institution and seven (7) years of applicable work experience and;
      • A minimum of three (3) years of this experience must have been work in planning, evaluating, analyzing, and implementing government logistics and support programs. Experience supporting such programs in high threat environments is preferred.
      • A minimum of two (2) years of this experience must have been work in planning, evaluating, analyzing, and implementing government security-type programs, specifically personal protection, emergency response team, or guard force.
      • A minimum of two (2) years of this experience must have been supervisory experience.
    • An Associate’s degree and ten (10) years of applicable work experience and;
      • A minimum of four (4) years of this experience must have been work in planning, evaluating, analyzing, and implementing government logistics and support programs. Experience supporting such programs in high threat environments is preferred.
      • A minimum of three (3) years of this experience must have been work in planning, evaluating, analyzing, and implementing government security-type programs, specifically personal protection, emergency response team, or guard force.
      • A minimum of three (3) years of this experience must have been supervisory experience.
  • Project Management Profession certification is preferred.
  • Must be a U.S. Citizen; Ability to obtain and maintain Secret Security Clearance; No impediments to traveling overseas to and within countries that are considered dangerous or unhealthy.
