Overview

The Program Manager (PM) is assigned under the WPS II Program as the Continental United States (CONUS) focal point for all contractor functions that pertain to the personnel working under the WPS II contract. Provides leadership, management, and direction to program management staff and to senior staff implementing program services CONUS and outside the continental US (OCONUS) - i.e. training services, security services, logistics, etc. The incumbent will be responsible for performing work in accordance with the Company’s Code of Ethics and Standards of Business Conduct and - thus - functioning as role models, and evaluating subordinates (if applicable) based on their commitment to the Code.

Responsibilities

  • Provides oversight and leadership in all aspects of WPS II program management; responsible for all contractual requirements and deliverables; acts as a primary CONUS point of contact to the Department of State for the performance of personnel assigned under the WPS II contract.
  • Responsible for identifying, developing, implementing and maintaining all protective services processes, practices and policies throughout the organization in order to respond to security incidents, mitigate risk, and maintain continuity of operations of the program in accordance with the requirements specified under the WPS II contract; provides a safeguard to both the government and their organization’s assets; recommends appropriate standards and associated risk controls to the Contracting Officer (CO), Regional Security Officer (RSO), and the Worldwide Protective Services (WPS) Division Program Managers.
  • Ensures that all necessary Contractor effort is planned, provided, and maintained to the standards required by the contract; oversees all aspects of planning, scheduling, organizing, managing and assessing performance of assigned leadership, support and guard force personnel assigned under the contract and all Task Orders; accountable to DS/IP/OPO and the CO for schedule, budget, performance, and quality of all program elements.
  • Provides oversight and ensures contractual compliance in the area of recruiting, vetting, training and deployment of direct contract personnel; ensures that leadership is executing their responsibilities efficiently and effectively; oversees and ensures that CONUS and OCONUS performance of contract personnel is within the behavior expectations of RSO and WPS Division (WPSD).
  • Ensures the sustainment of in-country manpower for mission accomplishment; oversees on-time delivery & arrival of protective security detail support (personnel and equipment); ensures that off-duty and personal leave needs of all contract personnel under the WPS program are met. 
  • Charged with developing professional working relationships with the personnel in the WPS Division, Embassy personnel, RSO and RSO staff, private security personnel working for other government agencies, U.S. and foreign diplomatic personnel, and foreign security personnel; attends all regularly scheduled meetings with DS/IP/OPO, as well as special and unscheduled meetings required by the COR or CO; maintains availability to and communicates with DS/IP/OPO on a reliable and prompt basis regarding any/all aspects of the contract.

Qualifications

  • Proven leadership and experience in effectively directing and providing high-level oversight of contract/program administration requiring executive protective operations in austere regions.
  • Ability to direct and supervise management level staff, both technical and administrative personnel, through effective communication, effective delegation of responsibility, and the motivation and development of employees.
  • Demonstrated experience in the interpretation of government regulations and the development of plans, policies and procedures.
  • Ability to design and implement strategies, maximize employee potential, and foster high-ethical standards in meeting the organization's vision, mission and goals.
  • Superb written and verbal communications skills, including the ability to communicate solutions effectively to both technical and non-technical audiences.
  • Must possess either:
    • A Master’s degree from an accredited institution and seven (7) years of applicable work experience and;
      • A minimum of five (5) years of this experience must have been work in planning, evaluating, analyzing, and implementing government security-type programs, specifically personal protection, emergency response team, or guard force.

      • A minimum of three (3) years of this experience must have been supervisory experience.

    • A Bachelor’s degree from an accredited institution and ten (10) years of applicable work experience and;
      • A minimum of seven (7) years of this experience must have been work in planning, evaluating, analyzing, and implementing government security-type programs, specifically personal protection, emergency response team, or guard force.
      • A minimum of five (5) years of this experience must have been supervisory experience.
    • An Associate’s degree and fifteen (15) years of applicable work experience and;
      • A minimum of ten (10) years of this experience must have been work in planning, evaluating, analyzing, and implementing government security-type programs, specifically personal protection, emergency response team, or guard force.
      • A minimum of seven (7) years of this experience must have been supervisory experience.         
  • Project Management Professional (PMP) certification is required; Program Management Professional (PgMP) is preferred.
  • Must be a U.S. Citizen; Ability to obtain and maintain Secret Security Clearance; no impediments to traveling overseas to and within countries that are considered dangerous or unhealthy.
